Flash Flood Warning, Areal Flood Warning

... A Flash Flood Warning for a dam failure remains in effect until
430 PM EDT for south central Harnett and northwestern Cumberland
counties...

Emergency management officials report that Long Valley Farm Lake dam
at Carvers Creek State Park has a partial breach and appears a full
breach is imminent.

Locations at greatest risk of flash flooding would be along jumping
creek from the dam downstream to Lillington Highway... Route 210.
Locations near Collingwood drive... Route 210 near McCormick bridge
Road and Shady Grove Road are especially threatened with a rapid
rise or surge of flood waters if a full breach occurs.

Precautionary/preparedness actions...

Turn around... don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Move to higher ground now. Act quickly to protect your life.

... A Flood Warning remains in effect until 230 PM EDT for
southwestern Harnett... Moore... Hoke... Scotland and Richmond
counties...

At 1100 am EDT... emergency management officials reported flooding
across the warned area. Up to 10 inches of rain have fallen. Many
roads remain closed this morning and flooding is expected to linger
through the afternoon, although additional significant rainfall is
not expected over the warned area.

Some locations that will experience flooding include...
Southern Pines... Rockingham... Raeford... Carthage... Pinehurst...
Hamlet... Aberdeen... Hoffman... Antioch and Whispering Pines.

Drowning Creek at Hoffman is rising and is expected to reach flood
stage this afternoon. At flood stage, the US 1 bridge becomes
flooded and the Road is impassible.

Precautionary/preparedness actions...

Turn around... don't drown when encountering flooded roads.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

Harnett County in central North Carolina...
eastern Hoke County in central North Carolina...
Cumberland County in central North Carolina...
northern Sampson County in central North Carolina...

* until 415 PM EDT Thursday

* at 1014 am EDT... radar estimates and reporting gauges indicate 5
to 10 inches of rain has already fallen in this area in the last
24 hours. Widespread flooding is ongoing... with numerous
structures threatened or impacted... and many roads washed out
across the region. Water levels in area creeks and drainage
ditches remain high or out of their banks. Additional rainfall
today will exacerbate this ongoing flooding.

* Some locations that will experience flooding include...
Fayetteville... Clinton... Lillington... Fort Bragg... Dunn... Benson...
Godwin... Pope AFB... Antioch and Hope Mills.

Precautionary/preparedness actions...

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

... Flash Flood Watch in effect through this evening...

The National Weather Service in Raleigh has issued a

* Flash Flood Watch for a portion of central North Carolina...
including the following areas... Cumberland... Edgecombe...
Harnett... Hoke... Johnston... Lee... Moore... Richmond... Sampson...
Scotland... Wayne and Wilson.

* Through this evening.

* Very heavy rainfall totalling as much as 6 to 10 inches has
fallen over portions of east central and southeast North
Carolina since yesterday. Additional heavy rain of one to four
inches is possible across this area through this evening...
which could lead to new flooding or exacerbate ongoing flooding.

* These expected rainfall amounts will worsen existing flooding
from last night's rains. Mainstem rivers will rise and may reach
out of their banks. Creeks... streams... and drainage basins
will fill up and over their banks... potentially flooding nearby
roads and low areas.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
Monitor later forecasts and be prepared to take action should
flash flood warnings be issued.
